You are looking at a listing for a black Parker 21 fountain pen. It has a fresh latex sac installed and writes beautifully. Some microscuffs from age and strangely the retro arrow clip is not on this cap. But the cap is steel and Parker branded, and it has a steel finial. It is a classic writer which will provide many more years of enjoyment. Let me know at time of purchase if you want me to polish it!
